An enabling economic vision for Moldova means establishing a knowledge-based economy to fully capitalize on our country’s economic potential in the light of its competitive advantages. This implies investments in industries that could create products and services with high added-value and high appreciation of the invested capital.
One of the key priorities for the Moldova fashion manufacturing industry is to facilitate direct business between domestic manufacturers and foreign partners creating an effective and efficient value chain. This is the only way to keep the added value with the local producers, which will bring higher labour productivity, investments in R&D and new technologies.
I’m happy that the label “Made in Moldova” on the apparel, footwear and accessories has been crossing the country’s border. It has been a very good soar in this field, and we plan to develop policies to build on this momentum. Many of the entrepreneurs motivate us to promote better policies to support their ideas and confidence that one can build competitive business right here, at home.
In addition, Moldova has become a Member of the European Fashion Council, alongside Denmark, Norway, Austria, and Romania. This European-level status brings us merit-based recognition. Because the high quality of Moldovan products speaks of the standards and requirements met by the fashion industry manufacturers.

Dear partners,
During the past decade, Moldova’s fashion manufacturing industry experienced big transformations, overcoming difficulties, adapting to changing global market and value chain, and most important – to the consumers’ evolving expectations.
Thanks to the efforts of the Light Industry Employers Association (APIUS) and the support of our strategic partners – Moldovan Government, development agencies USAID, Sweden and UK Aid – we succeeded to grow Moldova’s fashion manufacturing into a globally competitive industry, embracing productivity, automation, echnologies, sustainability and innovation.
APIUS works to find ways for accelerating development of this industry. During 2018-2019 alone, our members did business in over 35 countries of the EU, CIS and other regions.
The DININIMA (From the Heart) national fashion identity launched by APIUS in 2012 underpinned an outstanding growth of new fashion brands, as well as industry turnover and exports. A benchmark of quality, DININIMA national brand was recognised as a success story internationally and is in line with the international ”Go Green” strategy by promoting the concepts of ”slow & sustainable fashion” .
We are proud of Moldova’s fashion manufacturers and brands, who create quality products aligned to international trends, at home, with love for people and for their work.

Strengthening the Fashion Industry in the Republic of Moldova
History
The Light Industry Employers Association (APIUS) represents the community of local producers of clothing, knitwear, leather goods, footwear and accessories and is dedicated to the competitive development of the light industry, addressing the needs of the private sector, state support and the experience of similar professional organizations.
Since 2012 the association has consolidated its capacity with the support with strategic partners USAID, Sweden, UK Aid and CBI.
Since 2014, APIUS has strengthened its collaboration and partnership with the Investment Agency of Moldova, obtaining support for accessing over 40 exhibitions and international fairs.
On November 6, 2016, the Republic of Moldova, represented by APIUS, became a member of the European Fashion Council (EFC).
Currently, APIUS members cover all segments of the light industry activity: women’s & men’s clothing, children’s clothing, lingerie, footwear, leather goods and accessories.
Mission
The mission of APIUS is to represent, promote, support and defend the common economic, technical and legal interests of the members, representatives of the light industry, by increasing their competitiveness on the local and international market.
Vision
Our vision is to create a stronger fashion industry in Moldova by raising the added value of local fashion products, and giving independent labels, creators and manufacturers the tools and skills to develop their business in a globalized world.

Clothing, footwear&accesories manufacturers have united under a shared goal of becoming more innovative, knowledge-intensive, value-added and sustainable, and are on track to transform the fashion sector. To date, of the 447 apparel enterprises in Moldova, about 20%, most of them being APIUS members, have shifted from low- to high-level manufacturing, creating value added, ensuring fair wages and enhancing long-term sectoral competitiveness.
DININIMA, From the Heart — Brands of Moldova, is the umbrella label owned by APIUS. The unifying label launched in 2012, promotes made in Moldova apparel, footwear and accessories to domestic and international customers. DININIMA has emerged as the primary identity for Moldova’s fashion industry, revolutionizing how Moldovan-made fashion products are perceived by consumers globally. DININIMA consolidates 80 Moldovan fashion brands under DININIMA, manages more than 3500 m2 retail space within 6 stores with DININIMA common brands.

The purpose of this report is to assist APIUS association to develop a Roadmap for Competitive Development of Moldovan Fashion Manufacturing Industry. The Roadmap shall assist the industry in building a high-value added growth by positioning Moldova into the global and regional development trends. Furthermore, the Roadmap will serve as basis for developing a Policy White Book of the Moldovan Light Industry that will describe and prioritize the key business environment improvement actions needed to create a more competitive industry in the medium and long term.
